Description The Arctic Policy Consultant will be responsible for providing program support for Maritime Security and Arctic Policy matters across OPNAV. OPNAV serves as the principal advisor to the Chief of Naval Operations (CNO) on joint operations and the development of naval and joint plans, programs, and policies and requires innovative consulting and analytical support to facilitate strategic decision and policy making and perform multidisciplinary forms of plans and policy analysis. The consultant will lead and assist with the development, drafting, and periodic review of maritime security-related doctrine and policy documents related to the Arctic region. Responsibilities include research, preparing in-depth briefings, papers, and flag correspondence on Arctic maritime operations, including topics such as: Sea control, sea denial, maritime security operations, and exercises in the Arctic. International law and the United Nations Convention on Law of the Sea (UNCLOS). Climate change and its impact on Arctic operations. Maritime domain awareness and operational threat response. High-value unit escort operations and other forms of maritime warfare. Key Responsibilities: Review, analyze, assess, and provide recommendations on U.S. National, Department of Defense (DoD), and Department of the Navy (DoN) policies, strategies, and operational concepts related to the Arctic, including the U.S. National Strategy for the Arctic Region (NSAR) and the DoN Arctic Strategy. Enhance Navy participation in activities directed by Presidential Policy Directives associated with maritime operations in the Arctic. Develop and maintain strategic relationships and collaborative partnerships across the joint force, including Combatant Commands, Services, other U.S. Departments and Agencies, Allies, and partner nations. Identify and develop opportunities to strengthen partnerships and advance common interests related to global maritime security and governance, particularly in the Arctic region. Review, analyze, and assess DoN doctrine, strategy, and policy to address maritime operational challenges, specifically in the Arctic region. Attend Arctic-related seminars, conferences, working groups, and other forums, providing verbal and written feedback such as readouts and Action After Reports (AARs). Provide analysis, advice, and counsel to senior OPNAV leaders regarding Arctic policy and operational concepts. Inform and educate colleagues within OPNAV and across the joint force on Arctic maritime security operations and policy. Manage, coordinate, and respond to Arctic-related requests for information from OPNAV. Support, prepare, and execute engagements related to Arctic policy and OPNAV stakeholders. This role requires an individual with strong analytical, research, and policy development skills, as well as expertise in Arctic maritime security and strategic planning. The consultant must be able to work effectively in a complex, high-level policy environment and coordinate with multiple stakeholders across the DoD, DoN, and international partners. Requirements
